Draft chapters will be posted to this page for stakeholder review as they are developed.

When chapters become available, use the “Download Comment Spreadsheet” button for an Excel spreadsheet that can filled out and emailed to project engineer Jonah Howe, P.E. Use the “Email Jonah with Comments” button for a link to his email address.

Draft Rainfall and Runoff chapters were posted for public review and comment in August and September 2025. These chapters are not currently available for public review and comment but will be available again when the full draft manual is published for public review.
